Beijing has deployed its maritime law enforcement into the maritime area of the Senkaku islands and military drones past outlying Japan's territory as Beijing ramps up strains following the Japanese prime minister’s remarks regarding Taiwan.

Rights Enforcement Activities

On Sunday, the Chinese coast guard announced that its vessels conducted a “lawful patrol operation” through the territorial seas of the Diaoyu islands, which are administered by Japan but also claimed by China.

“Chinese maritime patrol unit 1307 conducted patrols within the territorial waters of the Senkaku islands. This was a lawful patrol operation undertaken by the Chinese maritime authorities to protect its sovereign claims,” officials declared.

Diplomatic Spat

China and Japan have consistently clashed around the disputed territory but the recent developments occur during an intensifying diplomatic spat after the Japan's leader, Sanae Takaichi, addressed lawmakers that if Beijing assaults democratically ruled Taiwan it might provoke a military response from Tokyo.

That sparked an angry response from Beijing, which has indicated it demands a withdrawal from Takaichi.

Island's Stance

Beijing asserts the island as its sovereign land and intends to annex it under what it terms “reunification”. It has left open the military option. Taiwan’s government and people overwhelmingly reject the prospect of Chinese rule – choosing to preserve the current situation without formally announcing independence, but vowing to defend themselves if necessary.

An attack or invasion by Beijing would risk escalating into a regional or global conflict, possibly drawing in the United States and other allies including Tokyo, which has land just 68 miles from Taiwan.

Defense Operations

In Taiwan, the military authorities reported this weekend that it had detected three dozen PLA planes, multiple naval vessels and one “official” ship, which was likely the maritime patrol, active near the island over the past 24 hours.

Maps provided by the ministry showed up to three drones operating near Taiwan and the Japanese islands off its north-east coast, appearing to go particularly close to Yonaguni. Chinese military transits there are occasional, but infrequent, and Chinese military activity in the island's ADIZ generally has been minimal in the past month.

Earlier this weekend, the defense officials said China had been carrying out another “joint combat patrol” to “test our defensive capabilities”. It noted the island had dispatched military assets to track the developments. The island documents these operations a couple of times a month as part of what Taipei says is an ongoing military pressure campaign.

Diplomatic Pressure

Japan has been experiencing increased strain from China since Takaichi made her remarks, with Beijing's diplomatic representative in the Japanese city prompting a formal protest from Tokyo by commenting that “those who interfere will face consequences”.

Beijing then summoned the Japanese ambassador for the first occasion since 2023, and Beijing's military authorities stated that any Japanese intervention would be certain to collapse.

Travel and Education Advisory

Late last week, Beijing cautioned its citizens against travelling to Japan, prompting Tokyo to urge Beijing to take “appropriate measures”, though it did not elaborate.

Three Chinese airlines said on Saturday that flights to Tokyo could be cancelled without penalty.

In another escalation, Beijing's administration on Sunday advised students to rethink education plans in Japan, citing what it characterized as an unstable security environment.

While the advice does not amount to a ban, a dramatic reduction in the number of Chinese students could have a detrimental effect on Japanese universities. A historic high of over 336,000 international students were enrolled in Japanese schools last year, according to education statistics. They featured over 123,000 learners from China – by far the largest demographic.

Official Commentary

Earlier this weekend, a official press commentary charged the Japanese official with performing a political stunt that was “both reckless and fundamentally flawed”.

“A conflict between Japan and China would not be a limited skirmish; it would probably involve other nations, including the United States, and could quickly spiral into a major confrontation with severe repercussions.”

Policy Standpoints

The government of Taiwan says the island's residents alone determine their destiny. Officials in Tokyo have previously avoided discussing the island openly when discussing such scenarios, maintaining a “deliberate vagueness” also preferred by Japan's primary defense partner, the US.

Nevertheless, China’s ruling Communist party says the incorporation of the island with the mainland China is “unavoidable”, and casts any opposition to it as escalatory. As it moves towards being capable of military annexation, China has also been escalating its non-military activity and its statements towards Taiwan.
